Jaipur, 29 January (Udaipur Kiran): The investigation into the Junior Engineer (JE) Combined Recruitment Examination–2020 paper leak has led to a major new revelation by the Special Operations Group (SOG). The JE examination, which was originally held in December 2020 and later cancelled due to a paper leak, was found to have been leaked again when it was re-conducted in September 2021.
During the probe, SOG unearthed a large organised network operating from Jalore district and arrested Ganpat Lal Bishnoi (34), son of Govardhan Ram, a resident of Dedwa, Sanchore. The accused is currently working as an Assistant Engineer in the Public Works Department and had secured the 12th rank in the merit list by allegedly using the leaked question paper.
According to Additional Director General of Police Vishal Bansal, while investigating the December 2020 JE paper leak case registered at Sanganer Police Station (FIR No. 540/2020), the SOG developed suspicion about how certain candidates managed to succeed again after the examination was cancelled. During questioning, the accused admitted that the question paper of the re-examination held on 12 September 2021 was also leaked prior to the exam.
Following this disclosure, the SOG registered a fresh case on 19 January 2026. Interrogation revealed that notorious paper leak operator Jagdish Vishnoi, son of Hariram, resident of Danta, Sanchore, along with his associates, had circulated the question paper to selected candidates shortly before the examination.
The investigation found Ganpat Lal Bishnoi’s role to be particularly serious. He allegedly obtained the question paper illegally, appeared in the examination, and secured 12th position in the merit list. At present, he was posted as an Assistant Engineer in the Barmer division of the Public Works Department and had also received promotion during his service tenure.
The SOG has arrested the accused and initiated legal proceedings to cancel his appointment and subsequent promotion.
The investigation has further revealed that the same organised gang was involved in leaking the Sub-Inspector recruitment examination papers conducted between 13 and 15 September 2021. Within a span of three days, the gang allegedly compromised the integrity of two major state-level recruitment examinations.
ADG Vishal Bansal stated that the SOG is identifying the entire network involved in the racket, with the objective of not only arresting those responsible but also removing individuals who unlawfully entered the system by gaining undue advantage.
