Chennai, July 11: The Tamil Nadu government has taken a significant step to ensure the adequate availability of construction materials in the state. By amending mining regulations, the government has granted the Director of Geology and Mining the authority to impose a temporary ban on the inter-state transportation of stones and other construction materials when necessary.
On July 9, the Department of Natural Resources issued a government order adding a new Rule 3-A to the Tamil Nadu Illegal Mining, Transportation and Storage of Minerals and Mineral Dealers Rules, 2011. These rules are framed under the Mines and Minerals (Development and Regulation) Act, 1957.
According to the new provisions, the Director of Geology and Mining will be able to regulate the transportation of rough stones, boulders, and construction materials derived from them to other states. This includes M-sand, metal jelly, ballast, millstones, hand grinders, and stones used in building and road construction.
If there is a likelihood of a shortage of these materials in the state or if deemed necessary to meet domestic needs, the director will be able to impose a temporary restriction on their export outside the state.
The government states that this decision aims to ensure the sufficient availability of raw materials essential for the construction and infrastructure sector in the state. Complaints regarding supply disruptions and price fluctuations of construction materials like M-sand and blue metal have emerged in recent months, prompting the government to review the regulations related to mining and mineral transportation.
Since taking office, the state administration has intensified monitoring and enforcement campaigns to enhance transparency in the mining sector and curb illegal mining and transportation. Inspections in mining areas have increased, and actions against illegal activities have also been ramped up.
According to government sources, this amendment will facilitate rapid decision-making in situations where there is a shortage of construction materials or unusual market conditions arise. The government believes that by regulating inter-state transportation, the supply chain can be stabilized, ensuring that both public infrastructure projects and private construction activities are not adversely affected.
Officials state that the revised regulations will strengthen monitoring of mineral transportation and prioritize Tamil Nadu’s development and infrastructure needs in situations of limited supply.
