New Delhi, December 2 (Udaipur Kiran) – On the second day of Parliament’s winter session on Tuesday, the opposition created an uproar in both houses demanding discussion on the Special Intensive Revision (SIR) of voter lists. Due to this disruption, proceedings in both Lok Sabha and Rajya Sabha were adjourned till 2 PM.
In Rajya Sabha, as soon as proceedings began at 11 AM, opposition members started sloganeering demanding discussion on SIR. However, Chairman CP Radhakrishnan continued with the Zero Hour amidst the commotion. During this time, members raised various issues including pollution, water problems, inclusion of Anna in Anganwadi centres, and establishment of a Bhojpuri Academy in Uttar Pradesh.
Leader of Opposition Mallikarjun Kharge stated that there has been a tradition of announcing the names of subjects and members giving notices under Rule 267. He requested the Chairman to pay attention to one side of the House. Kharge said that Parliamentary Affairs Minister Kiren Rijiju is avoiding discussion on SIR, while the Chairman mentioned that the minister has considered it and will respond later.
Leader of the House JP Nadda said that the Parliamentary Affairs Minister has indicated that a meeting with opposition leaders will be held very soon and decisions will be taken accordingly. Minister Rijiju requested that no time limit conditions should be imposed on any matter, stating that everything cannot happen immediately as the country has many issues, and one issue should not be undermined to raise another.
Amidst heavy noise and disruption in the House, several members including BJP members RPN Singh, K Laxman, Baburam Nishad, DMK member Tiruchi Shiva, and IND’s Ajit Kumar Bhuyan raised their issues. Seeing that the uproar over the SIR issue was not subsiding, the Chairman adjourned the House proceedings at 11:53 AM till 2 PM.
In Lok Sabha, when proceedings started at 11 AM, opposition members began creating disturbance demanding discussion on the SIR issue. After Minister of State for Commerce and Industry Jitin Prasad, Parliamentary Affairs Minister Kiren Rijiju had just started speaking when opposition members reached the well near the Speaker’s podium while sloganeering.
Rijiju repeatedly appealed to the opposition to calm down and participate in discussions, and also spoke with Leader of Opposition Rahul Gandhi, assuring discussion on opposition’s problems and issues. However, opposition members did not stop their disruption and sloganeering. Due to continuous disturbance and sloganeering, Lok Sabha proceedings were first adjourned till 12 noon and then just 9 minutes later at 12:09, adjourned till 2 PM.
