Rajasthan High Court Grants Conditional Bail to Bhupendra Saran in Teacher Recruitment Paper Leak Case | Udaipur Kiran


Jaipur, Sept 10 (Udaipur Kiran): The Rajasthan High Court has granted conditional bail to Bhupendra Saran, an accused in the 2022 Second Grade Teacher Recruitment paper leak case registered at Bekariya police station in Udaipur.

The order was passed by Justice Praveer Bhatnagar, who allowed Saran’s bail plea with strict conditions. The court directed the accused to mark his attendance on the second and fourth Saturday of every month at the concerned police station until the trial is completed. The SHO will maintain a register of his presence and regularly submit reports to the court.

Court-Imposed Restrictions

The High Court further ordered that Saran:

  • must not leave the country without prior permission.

  • must surrender his passport to the competent authority.

  • will only be released on bail once the SHO verifies the address and contact details of his sureties.

The court clarified that if Saran violates any of these conditions, the prosecution will be entitled to move an application for cancellation of bail.

Arguments in Court

In the bail application, advocate Mahendra Shandilya argued that Saran had been falsely implicated and has been in judicial custody since February 24, 2023. He pointed out that:

  • several co-accused in the case have already been granted bail.

  • of the 13 cases registered against him, 10 were lodged after his arrest in this matter.

  • he has already secured bail in 11 other cases.

  • with 93 prosecution witnesses, the trial is likely to take considerable time.

Opposing the plea, government counsel Manvendra Singh argued that Saran is a habitual offender, accused of leaking papers and facilitating cheating in multiple exams held between 2010 and 2024. Over a dozen cases are registered against him for similar offences, making him undeserving of bail.

After hearing both sides, the High Court allowed bail with strict conditions.
